Highways England has today announced the consultation will commence on 14th July and end on 22nd September 2016.
There will be 14 exhibitions at various locations the nearest will be at Bracklesham Barn on Friday 9th September 10am-2pm and Saturday 10th September 10am-2pm. If you are unable to attend please use this link to find out information on further dates.

We were very lucky with the weather on the 18th June and we estimate that approximately 300 people visited Earnley Fete and Earnley Grange gardens.

The planning system is unfair. It is one of the few decision-making processes that gives no right of appeal to affected third parties. The government should introduce a limited third party right of appeal by giving parish councils a right to appeal planning decisions to the Planning Inspectorate.
There is a fundamental imbalance in the planning system. Under current rules, if a council refuses a planning application, the applicant is allowed to appeal to the Planning Inspectorate. If a council approves an application, no one has the right to appeal. With the national presumption in favour of sustainable development throwing the planning system into disarray, in the interest of justice, the government should give parish councils the right to appeal planning decisions.

West Sussex County Council is running an online public consultation on the future of the 3in1 Card scheme.
The 3in1 Card is a concessionary travel scheme for young people aged from 5-19, which offers savings on bus travel at any time of the day or week.
The County Council has proposed three options:
•The 3in1 Card scheme continues in its current format
•The 3in1 Card ceases to operate
•The 3in1 Card ceases to operate but funding for 16-19 year-olds from low income families (in full time further education) would be made available
The consultation questionnaire asks participants to rank their preferred option, and give their views on the scheme. Participants are also asked for their views on the dates for any changes to be introduced.
The consultation will help us to understand the views and priorities people have about the 3in1 Card scheme and will help to inform our decisions in the future. Therefore, we would appreciate your help in promoting the consultationwherever appropriate.
The consultation period runs until Friday, 8 April 2016.

As you maybe aware consultation on the proposed improvements to the A27 are due to commence in the Spring, although no date has been made available as yet. The consultation will last for seven weeks. The parish council has been campaigning to ensure that a public exhibition takes place on the Manhood Peninsula and although we have been advised that an exhibition will take place we have as yet to have been advised of the date and location.

Although plans of the proposed routes have been leaked to the media the Parish Council has not formed any view until the official papers are released to ensure that we are forming our view on the correct information.
Currently the proposed date for actual work to commence is March 2019.
Work is underway on the England Coast Path – a new long distance National Trail around the whole of England’s coast which will give people the opportunity to access and enjoy some of our most diverse and stunning landscapes. Natural England are starting work on the stretch in this area and would like to invite you to one of our drop in sessions so that you can find out more and share your views on this exciting project.
East Head to Shoreham-by-Sea
Natural England have recently started work to identify where the Coast Path between East Head and Shoreham-by-Sea will be aligned and aim to open this stretch of the Coast Path in 2018. This will become part of a continuous coastal route in the area, joining up with the other stretches that are also currently being worked on around Portsmouth, Langstone and Chichester Harbours.
There will be a full consultation with local interests during the development of the route. Please come and learn more about the England Coast Path and share your views with us at these public drop-in sessions in your area. We look forward to seeing you there.
Earnley Parish Council has been concerned by the state of the lower section of the footpath along Bell Lane. The verges have encroached onto the path making it difficult to safely walk along this busy road. The greatest concern is the difficulty in manoeuvring a children’s pushchair up as far as the Bell Inn.
West Sussex Highways Department do have its clearance on their maintenance schedule, but with such a low priority that in these times of austerity they will not be able to allocate clearing resources in the foreseeable future.
However, Earnley Parish Council have been liaising with the West Sussex County Council Community Volunteers Project to clear the pavement. Bell Lane residents, and pavement users are invited to assist in the clearing on Friday 19th February 2016.
The Community Volunteers Project will provide a Land Rover to act as a safety vehicle, as well as some tools. The plan is to scrape back the verges and cut back overhanging vegetation as required and dump the arising on the wide verge near the bus shelter, to await collection. If you could come prepared with a wheelbarrow and spade it will be a great help.
Chris Charter, from Earnley Mill, is coordinating and will provide details nearer the time. It is anticipated that work will start by 1000. Even a few hours help will be much appreciated. Chris is available at
